James Armstrong, PE, CEM, CEP CCP
Senior Energy Engineer
James Armstrong is a licensed professional engineer with a uniquely diverse energy industry background. A unique facet of Jim’s background is his 15 years of experience in “real time” operation of the Con Edison energy transmission and distribution. His experience in Con Edison system operations included extensive training with the NY Independent System Operator during and after the transition to deregulated market structures. His experience also included being part of the Con Edison team responsible for restoration of the Con Edison electrical system after the 2003 black out. His experience and training enabled Mr. Armstrong to be certified by the North American Energy Reliability Council (NERC) as a Reliability Coordinator. In addition to his PE license and NERC certification, Mr. Armstrong is also a Certified Energy Manager (CEM) and Certified Energy Procurement Professional (CEP).
Jim`s experience has included engineering consulting in the design and implementation of energy projects such as cogeneration, general energy optimization auditing, and project engineering for large residential facilities, commercial office facilities, and commercial/industrial facilities. Projects and services have included analysis and detailed design of small cogeneration systems (less than 5 MW), detailed utility rate modeling and analysis, energy consumption and cost management/accounting services. Jim has been a lead member behind the development and growth of Tru-Use load profiling and a key tool in design of systems such as cogeneration and in the development and design of innovative solutions such as the Cool Array closed loop cooling system to replace cooling towers. He has also developed spreadsheet-based software tools to enable data processing at levels required for Tru-Use load profiling and Local Law 84 benchmarking.
